First Come, First Served: New Legislation to Shorten Waits for India & China Workers

Senate Judiciary Committee Ranking Republican Chuck Grassley released his hold on the bill known as the “Fairness for High-Skilled Immigrants Act.”  The House overwhelmingly passed the bill

and President Obama is in favor of it.  The bill will help reduce the immense backlogs for highly skilled workers from India and China who want to apply for permanent residence, but it will increase the backlogs for potential applicants from other countries.  This is because the bill does not add to the overall number of available permanent residence cards, “Green Cards,” but rather it just redistributes the numbers on the basis of first come first served.  Currently there are per-country quotas on permanent work visas.
