William “Will” H. Frazier has joined Weaver, the 35th largest public accounting firm in the United States, as a managing director in Valuation Services. Frazier has more than four decades of experience in valuation and litigation advisory services. His background includes assignments for estate and gift taxation, fairness and solvency opinions, bankruptcy and reorganization, disputes related to business transactions and shareholder disputes, family law matters, merger and acquisition advisory, employee stock ownership plans (ESOP), equity compensation, financial reporting and other corporate matters.
Frazier is highly experienced in serving as an expert witness in tax controversies with the IRS. He has testified in several landmark cases tried in U.S. Tax Court and regularly serves as an expert witness in commercial litigation involving business valuation. Additionally, Frazier has worked in corporate finance and M&A where he was the lead investment banker on the sale of family-owned businesses.

Prior to joining Weaver, Frazier was co-founder of the Houston-based business valuation firm Howard Frazier Barker Elliott, Inc., which was acquired in 2012 by a global investment banking firm. Most recently, he operated his own consulting firm, W.H. Frazier & Co., Inc.
Frazier is based in Weaver’s Dallas office. He is a senior member of the American Society of Appraisers (ASA) where he has served as chair of the Government Relations Committee, treasurer and secretary of the Business Valuation Committee and head of the Tax Reform Task Force. As part of the ASA Business Valuation Committee, he is active in the Standards Sub-Committee and serves as liaison to the Government Relations Committee. Frazier has authored numerous articles on the subject of business valuation for professional and business publications such as Business Valuation Review, Trusts & Estates, and the Houston Business Journal.
