National certified public accounting and advisory firm, Weaver, the 35th largest public accounting firm in the United States, has added Elizabeth “Beth” Hilbourn, PE, as a director in the Energy Compliance Services practice. Based in the firm’s Dallas office, Hilbourn will be responsible for working with clients on compliance and strategic planning related to state and federal fuels regulations.
With more than 30 years of technical experience, Hilbourn is highly knowledgeable on U.S. transportation fuels regulations and is experienced with U.S. Environmental Protection Agency (EPA) reporting, renewable fuel producer registration, fuels registration, third-party engineering reviews, RIN due diligence and EPA compliance audits. She has led numerous attestations for refineries, importers, butane blenders, transmix producers, gasoline blenders and renewable fuel producers.

Hilbourn holds accreditations as a Lead Verifier for California’s Low Carbon Fuel Standard as well as California’s Regulation for the Mandatory Reporting of Greenhouse Gas Emissions for Oil and Gas. Additionally, she is well versed in Fuels Regulatory Streamlining (40 CFR Part 1090) and plans to work closely with Weaver’s professionals to provide clients from coast-to-coast with guidance on fuels regulations.

Hilbourn is a licensed Professional Engineer in Texas and Minnesota. She received her Bachelor of Science in chemical engineering from the University of Minnesota, holds a Master of Business Administration from the Illinois Institute of Technology, and is Six Sigma Green Belt Certified. She is an active member of the American Institute of Chemical Engineers and the Society of Women Engineers.
