Ms. Roth focuses her practice on a wide range of counseling and litigation relating to federal, state, and local government procurement matters as well as federal assistance agreements and grants. With over 20 years of experience, Ms. Roth advises clients on compliance programs, protests, claims, disputes, Office of Inspector General audit and investigation responses, and proposed suspensions and debarments. She also advises clients on the regulations that govern Civilian and DoD agencies’ acquisition of technology, both commercial and developmental, and the application of the Bayh Dole Act and Duncan Hunter National Defense Authorization Act for FY 2009. She has extensive experience with commercial, developmental and Brooks Act (architect and engineering) contracts with the federal government and prime contractors.

On behalf of government contractors, Ms. Roth has defended against False Claims Act claims brought against clients and investigations conducted under the Inspector General Act; advised and represented contractors in negotiating and resolving matters of contract interpretation and performance; and counseled clients on regulatory compliance associated with federal government contracts. Her representation and advice has proved instrumental in preventing wrongful terminations of prime contracts by federal government agencies, wrongful terminations of subcontracts by prime contractors and successfully countering possible suspensions and/or debarments.
Ms. Roth has successfully brought, and defended against, bid protests at the Government Accountability Office, the Court of Federal Claims and at federal, state and local agencies. She has successfully represented clients before state and federal boards of contract appeals, as well as before the suspension and debarment officials of Civilian and DoD agencies.
