Randall D. Crocker, President and CEO of von Briesen & Roper, s.c. (Wisconsin, USA), announced that Ralph V. Topinka joined the Health Law Section of the Firm and will be practicing out of the firm’s Madison office. Additionally, Patrick J. Cannon recently joined the Health Law Section and will be practicing out of the firm’s Milwaukee office.
Ralph V. Topinka has over thirty years of experience representing hospitals, health care systems and other health care providers on a broad spectrum of legal issues. Prior to joining von Briesen, Topinka served as Vice President and General Counsel of a large multi-hospital integrated health care system.
Topinka has significant experience in health care regulatory matters, fraud and abuse analysis, medical staff, reimbursement, physician practice acquisitions, health care contracting, managed care contracting, patient consent and litigation.

Topinka is a member of the American Bar Association, the State Bar of Wisconsin (Past Council Member and Chair of Health Law Section), the American Health Lawyers Association, the Healthcare Financial Management Association, and the Illinois Association of Healthcare Attorneys. He attended the University of Wisconsin and earned his J.D., Order of the Coif, in 1980 and his B.A. in 1974. He resides in Evansville, Wisconsin.
Patrick J. Cannon focuses his practice on health law, billing and payment matters, and business transactions. Prior to joining von Briesen, Cannon worked as General Counsel for MediRevv, Inc., a health care revenue cycle management company in Coralville, Iowa. Cannon has also worked in the Information Systems office of a 729-bed academic medical center and for the Vice President of Professional and Support Services of a community hospital.
Cannon is a member of the State Bar of Wisconsin, the American Bar Association, the American Health Lawyers Association and the Healthcare Financial Management Association. He earned an M.H.A. from the University of Iowa; a J.D., cum laude, from Gonzaga University; and, a B.A. from the University of Wisconsin-Oshkosh. He resides in Wauwatosa, Wisconsin.
