Known as a go-to lawyer in the telecommunications field, Mr. Sinsheimer will be teaching government regulation of the telecommunications industry. Hisfocus will be on developments that have occurred overthe fifteen years since the Telecommunications Act of 1996 was adopted: the evolution of policy issues facing Congress and the states, and the constitutional, jurisdictional and statutory questions facing administrative agencies and the courts.
Mr. Sinsheimer is well-equipped to teach this course. In his prior position as the Vice President of the California Cable and Telecommunications Association, Mr. Sinsheimer was involved in foundational legislation relating to telecommunications law, including the 1996 Telecommunications Act and California's video franchising law. He has litigated major telecommunication in state and federal courts.Mr. Sinsheimer has also participated in rulemakings and regulatory cases at the Federal Communications Commission, California Public Utilities Commission and the State Board of Equalization, among many other administrative agencies.
Currently, Mr. Sinsheimer serves as Of Counsel at Coblentz, where he represents technology, broadband service, Internet application and as brick-and-mortar clients, most of whom operate highly-regulated businesses. He advises on policy and regulatory strategy and business development issues, and advocates on matters to be decided by administrative or legislative bodies. The substantive areas of Mr. Sinsheimer's practice include telecommunications, tax, constitutional, privacy, telehealth, content licensing and gaming law. Mr. Sinsheimer earned his J.D. from Golden Gate University School of Law (1985) and his A.B. in history from University of California, Berkeley (1980).
