About Fraser Hardman
With expertise in planning, local government and environmental law, Fraser advises both private and public sector clients on the entire life cycle of planning and environment matters. This is complemented by his background in property and commercial law. Fraser also holds a Master of Laws (Planning and Environment) from the University of Queensland. An astute negotiator, Fraser offers expertise in undertaking a range of appeals in the Court. This includes in merits appeals, enforcement proceedings and prosecutions, compensation disputes, and declaratory proceedings.
Fraser’s clients include large national property groups, high-end developers, private landowners and public sector clients including local government authorities and regional Councils. Fraser is renowned for providing practical and commercial strategic advice on land use – cognisant of both town planning and environmental constraints.
Fraser’s expertise includes Land Development under the Planning Act 2016, Planning & Environment Court litigation, prosecuting and defending development, land use and environmental offences. Furthermore, he is skilled in all aspects of infrastructure charging regimes, resumption of land matters, master planned communities, coastal development, environmental law, water law, and Council powers and jurisdiction under the Local Government Act 2009.
About Paul Toua
Paul is an experienced energy and resources lawyer with more than two decades of experience in the industry. He has advised clients, both nationally and internationally, on oil and gas, mining and renewable energy projects. Paul is admitted to practice in Australia and Papua New Guinea and has specific experience and expertise with energy and resources projects in Australia and Papua New Guinea. Prior to joining Carter Newell, Paul worked in house for an NYSE listed oil and gas company, a major domestic gas producer in Queensland, a Queensland based LNG company and a top-tier international law firm.
His broad experience working as senior in house counsel and in private practice has put him in good stead to understand the needs of clients seeking to grow their business, navigate changes and achieve project goals in the ever-challenging energy and resources industry.
Paul provides end-to-end services for energy and resources clients. He helps clients manage legal risks throughout the project life cycle – from asset acquisition, project finance, insurance, joint venture formation and project start up, through to asset commercialisation, construction, operational phases (exploration, production, transportation), contracts and procurement, marketing, compliance, HS&E, divestment, decommissioning and rehabilitation.
