Alexia Kountouri is a Partner at the Firm focusing on public law, administrative law, data protection law, constitutional law and legislation drafting. Alexia has extensive experience before the Supreme Court of Cyprus both at first and second instance.
Alexia has grown her expertise in the field of public procurement and was the first Cyprus lawyer to bring a case before the Tenders Review Authority (TRA) which was established in 2004. Since then, Alexia has brought several other cases to the TRA, acting on behalf of some of the largest construction companies of the island, international and local pharmaceutical/medical equipment companies, as well as international and local IT companies. She has also defended semi-governmental organisations such as the Cyprus Ports Authority and the Limassol Sewerage Board in cases before the TRA. Her public procurement law expertise extends to reviewing and drafting tender documents on behalf of contracting authorities, as well as advising in the early stages of tender submission and evaluation.
Alexia also advises clients on data protection issues. In preparation for the changes effected by the General Data Protection Regulation (GDPR) in 2018, Alexia led the team in advising and preparing clients on data protection and compliance.
In August 2017, Alexia was the only Cyprus contributor to be invited to participate in Cloud Privacy Check, a project that aimed to demystify the enormously complex set of data protections laws with which data and cloud service providers must comply. The project covered 33 countries and had expertise provided by 53 European lawyers.
Alexia is a member of the International Association of Privacy Professionals (IAPP) and has earned the ANSI-accredited Certified Information Privacy Professional/Europe (CIPP/E) credential. Alexia has been invited to be a speaker/ panellist in various Data Privacy conferences and events, both in Cyprus and abroad.
She has authored articles for international legal publications and local periodicals. In 2016, she was invited by the World Bank Group to be one of a select number of public procurement experts and practitioners from Cyprus to participate in the global project called Benchmarking Public Procurement 2017. In 2016 Alexia joined Wiras Verbund International, the global Organisation of German speaking lawyers and accountants. In 2010, she also became a member of the UK Procurement Lawyers Association.
Alexia graduated with a Law degree from the Rheinische Friedrich Wilhelms University of Bonn, Germany in 1998 and was admitted to the Cyprus Bar in 1999.
