Dan specializes in commercial law, with an emphasis on energy, infrastructure, financing, capital markets, and domestic and international mergers and acquisitions. He is considered one of the leading lawyers in Israel in this fields. Throughout his 30 years of experience, Dan has participated in some of the largest and most complex transactions seen in Israel.
Over the past two decades, he has represented the rights holders in all significant gas discoveries in Israel and in all gas export transactions from Israel, including to Egypt and Jordan.
In addition, Dan has represented the State of Israel in the privatization of a number of state-owned energy companies, and the Palestinian Authority in an agreement to purchase infrastructure and electricity from the Israel Electric Company. He has also represented business entities in various natural resource reforms, including the Shishinsky Committee, the Tzemach Committee and the Gas framework agreements. In recent years alone, Dan has been involved in more than $50 billion in energy deals.
In the field of financing, Dan was involved in some of the largest financing transactions in Israel, including innovative and unique project financing transactions amounting to more than $10 billion.
Dan has also been involved in some of the most complex local mergers and acquisition transactions, in a variety of areas, including the first triple merger in Israel of public companies, the acquisition of the controlling interest in privatizing the largest communications company in Israel, and initial regional transactions in Egypt and Abu Dhabi.

Dan was the first chairman of the Energy Committee of the Israel Bar Association and is a member of the International Association of Petroleum Negotiators (AIPN).

Relevant Experience
Representation and counselling of:
- Delek Drilling in the sale of its rights in the Tamar reservoir to a subsidiary of Mubadala owned by the Abu Dhabi government, amounting to approximately $ 1 billion. This was the first major deal between a company from Israel and a government company from Abu Dhabi.
- Delek Drilling and Noble Energy (later Chevron) in a transaction worth more than half a billion dollars with unique geopolitical implications, for the purchase of shares in the Egyptian company EMG (which owns the gas pipeline between Israel and Egypt). This unique deal marked the warming of commercial relations between Israel and Egypt.
- Delek Drilling in a number of initial and unique international project bond raising projects, amounting to approximately $ 4.5 billion.
- Navitas Petroleum in a major acquisition and financing transaction in the Gulf of Mexico.
