C.P.C. RUFO IBARRA BATISTA was born in Cananea, Sonora, México on January 15, 1949. He is a Certified Public Accountant, graduated from the Autonomous University of Baja California (“Universidad Autónoma de Baja California”), and specializes in taxation.
He has been President of the professional organization of Public Accountants of Baja California, (“Colegio de Contadores Públicos de Baja California, A.C.”). He has been President of the Mexican Executive Association of Sales and Marketing, (“Asociación Mexicana de Ejecutivos de Ventas y Mercadotecnia, A.C.”), President of the Academy of Fiscal Studies of Baja California, (“Academia de Estudios Fiscales de Baja California, A.C.”), General Controller of the State of Baja California and Tax Auditing Director for the State of Baja California.
He was a Professor of Taxation for a period of eight years at the Autonomous University of Baja California, (“Universidad Autónoma de Baja California”) and at the Center of Technical and Superior Studies, (“Centro de Estudios Técnicos y Superiores”).
He has been a member of the Tax Commission of the Mexican Institute of Public Accountants, (“Comisión Fiscal del Instituto Mexicano de Contadores Públicos, A.C.”). He has sponsored six graduating classes of Public Accountants at the Autonomous University of Baja California, (“Universidad Autónoma de Baja California”) and at the Center of Technical and Superior Studies, (“Centro de Estudios Técnicos y Superiores”).
He is a member of the Commission of Development and Professional Achievement (“Comisión de Desarrollo y Actualización Profesional”) of the professional organization of Public Accountants of the Northwest Region, “Colegio de Contadores Públicos del Noroeste”, member of Council of Honor of the professional organization of Public Accountants of Baja California, “Colegio de Contadores Públicos de B.C.” and Honorary Advisor to the Red Cross of Tijuana.
